Splits cargo-bloat's instrumented CLI build from the normal LSP, MCP, and multicall release build so each job stays within the runner budget. A short final job aggregates the numeric outputs under the existing
Binary size trackingcheck and explicitly fails when either prerequisite build fails.This addresses the current main failure where the combined job received exit 143 at the effective 20-minute cap even with a longer workflow timeout.
